Original Document of Students Cannot be Withheld in Absence of Enabling Rules: Karnataka HC

The Karnataka High Court has ruled that, in the absence of enabling rules, the Karnataka Examinations Authority (KEA) cannot withhold the original documents of medical students who have participated in the second round of counselling and secured a seat and then wish to participate in the counselling process in other states.
