Gurugram Power Row: Contempt Petition Accuses DHBVN Official of Misleading High Court Over Banned Construction Site

A state electricity official is facing a contempt petition in the Punjab and Haryana High Court for allegedly submitting false statements and misleading compliance reports regarding a construction site that was ordered shut by environmental authorities.

The petition, filed by Gurugram resident Ramdhan, accuses Dakshin Haryana Bijli Vitran Nigam (DHBVN) Executive Engineer Vikas Yadav of “wilful and deliberate violation” of court directions. The legal dispute centers on whether electricity supply was actually cut off to a Sector 27 construction site linked to Rajdarbar Iconic Ventures Ltd, following strict orders from the Commission for Air Quality Management (CAQM).

The Core Conflict: A Disputed Power Connection

The controversy began on December 12, 2025, when the CAQM issued a closure notice for the Sector 27 site over alleged violations related to construction and demolition activities. The federal air quality watchdog ordered an immediate halt to operations and directed multiple agencies, including DHBVN and the Haryana State Pollution Control Board, to cut off the site’s power supply.

According to the legal plea, DHBVN submitted a compliance report on January 28, 2026, asserting that an inspection revealed no electricity had been provided and no connection existed at the location. This claim was repeatedly maintained by the utility in a subsequent court reply and in a formal affidavit filed by Yadav on May 18, 2026.

However, the petitioner has challenged this narrative in court, presenting an active electricity bill as evidence.

The bill, issued in the name of Krisam Properties Pvt Ltd for a Sector 27 property, shows active power consumption for January 2026. The petitioner argues that this document directly contradicts DHBVN’s official claims, proving that power was indeed flowing to or around the restricted premises despite the active closure mandate.

High Court Demands Clarification

The Punjab and Haryana High Court had previously taken note of the discrepancy. During a hearing on May 6, a bench directed the Haryana state government and DHBVN to clarify the obvious inconsistency between the active electricity bill and the utility’s assertions that no supply existed at the site.

Despite the court’s intervention and admissions in related applications by private parties claiming possession of portions of the land, the petitioner alleges that the DHBVN official has stubbornly maintained his original stance.

The latest contempt plea argues that Yadav’s persistent denials amount to a breach of an undertaking given to the court. The petitioner is now seeking the initiation of formal contempt proceedings against the executive engineer under the Contempt of Courts Act, 1971.

Additionally, the plea urges the High Court to enforce strict compliance with the original CAQM closure order and direct the immediate disconnection of any active power lines remaining at the disputed Sector 27 site.
