The Delhi High Court has revised the eligibility criteria for issuing entry passes and identity cards to law students interning with advocates, restricting the facility to students in the senior years of their law courses.
According to a circular issued on the directions of the Chief Justice, the Court will henceforth issue entry passes and ID cards only to third-year students enrolled in the three-year LL.B. programme and fourth- and fifth-year students of the five-year integrated law course.
The revised norms effectively exclude first- and second-year students of the three-year LL.B. course and students up to the third year of the five-year integrated programme from obtaining such passes or ID cards from the High Court while interning with advocates.
Documents Required for Entry Passes
The circular also specifies the documents that eligible interns must submit while applying for an entry pass or ID card.
Students will have to furnish a recommendation letter from the advocate concerned mentioning the advocate’s Bar Council enrolment number, along with a photocopy of the advocate’s Bar ID. They must also submit photocopies of their Aadhaar card and college identity card, besides two stamp-size photographs.
The High Court has clarified that no fee or charge will be levied for issuing these entry passes or identity cards.
Delhi High Court Bar Association Asked Not to Issue Passes to Interns
The circular has also been forwarded to the President and Honorary Secretary of the Delhi High Court Bar Association with a request to inform members of the Bar about the revised norms.
Significantly, the Association has also been asked not to issue identity cards or entry passes to students or interns practising with advocates.
The circular has further been circulated among court officials and the High Court’s security wing. The Registrar (IT) has been asked to upload it on the Court’s website.
