Can Section 171H of IPC be invoked for displaying political party symbols/flags on vehicles?

Recently, the Karnataka High Court quashed criminal proceedings initiated against three people associated with the NCP and ruled that Section 171H of IPC which relates to illegal payments made in an election will not be applicable if the person has displayed the party flag/ symbol on their vehicles.
