The Allahabad HC on Friday stated that the mere absence of a provision providing for waiting list would not render the rule manifestly arbitrary to make it contrary to the Constitution. The bench of Justices Suneet Kumar and Rajendra Kumar was dealing with the petition where the petitioners seek to declare Rule 15(f) of U.P.
