Gauhati High Court Orders Assam to Halt Lottery Permissions

The Gauhati High Court has issued a directive to the Assam government, mandating an immediate stop to granting permissions for conducting both online and offline lotteries in the state. This decision came during a session presided over by Chief Justice Vijay Bishnoi and Justice N Unni Krishnan Nair, who were hearing a public interest litigation (PIL) initiated by Rupam Borborah.

The court has instructed the state to communicate clear orders to all deputy commissioners (DCs) and superintendents of police (SPs), demanding action against any unauthorized lottery operations within their jurisdictions. The ruling stipulates that these directives must be established across all districts within one week.

“The state government shall issue directions to all the DCs and SPs not to grant any permission to any individual for organizing online or offline lotteries,” stated Chief Justice Bishnoi, emphasizing the urgency of enforcing these measures to prevent illegal gambling activities.

Furthermore, the High Court expressed concern over the lack of a comprehensive response from the state government to the allegations raised in the PIL. Despite some affidavits submitted by a few districts, the court noted a general absence of counter affidavits from the state itself, highlighting a need for a more structured approach to tackling the issue of illegal lotteries in Assam.
