J&K & Ladakh High Court Issues Circular Warning Advocates Against ‘Unethical, Vulgar’ Conduct; Stresses Professional Decorum

The High Court of Jammu & Kashmir and Ladakh has issued a formal circular reminding advocates of their ethical obligations and the necessity of maintaining professional decorum. The directive follows a controversial event involving inappropriate performances organized by a Bar Association, which has drawn condemnation from the highest levels of the judiciary.

Background: The Kanpur Bar Association Incident

The Registrar General of the High Court issued Circular No. 11 of 2026/R91L.P on April 27, 2026, taking note of a viral video circulating on social media. The video depicted an event organized under the aegis of the Kanpur Bar Association, featuring performances by dancers in revealing attire. According to the circular, certain members of the Bar present at the venue were observed encouraging these performances and recording them on their mobile devices.

The incident was previously deprecated in a press release by the Supreme Court Women Lawyers Association on March 1, 2026, which described the event as “shameful, reprehensible, and utterly disgraceful.” The circular further notes that the Hon’ble Chief Justice of India has taken a “serious view of the matter.”

The Noble Nature of the Legal Profession

In the circular, the High Court emphasized that the legal profession is a “noble and pious calling,” entrusted with the responsibility of upholding the rule of law and the dignity of the justice delivery system. It reminded legal practitioners that, as officers of the Court, they are expected to maintain the highest standards of professional conduct “both within and outside court premises.”

Key Directives and Reminders

To ensure such incidents are not repeated within its jurisdiction, the High Court has advised and reminded all advocates of the following:

  • Adherence to BCI Rules: Advocates must strictly follow the Standards of Professional Conduct and Etiquette as enshrined in Part VI, Chapter II of the Bar Council of India Rules, framed under Section 49(1)(c) of the Advocates Act, 1961.
  • Maintenance of Propriety: Dignity, sobriety, and propriety must be maintained in all professional and social engagements, particularly events organized within Bar Associations or under their auspices.
  • Avoidance of Unethical Activity: Advocates are directed to refrain from participating in, promoting, or associating with any activity or entertainment that is “unethical, vulgar, or culturally inappropriate,” as such actions undermine the dignity of the legal profession.
  • Responsibility of Bar Associations: All Bar Associations within the jurisdiction are requested to ensure that events conducted under their banner uphold the decorum and prestige of the institution at all times.

Warning of Legal Action

The circular concludes with a warning that non-compliance with these directives may result in “appropriate action in accordance with law.” The Registrar General, M.K. Sharma, has directed that this circular be brought to the notice of the Presidents of the J&K High Bar Association (Jammu/Srinagar) and uploaded to the official website for strict compliance.
