The transition of a judge from “Additional” to “Permanent” status is governed by the constitutional provisions under Article 217 and Article 224 of the Constitution of India.

Additional Judges are typically appointed for a period not exceeding two years to handle a temporary increase in court business or to clear arrears of work. For an Additional Judge to be made permanent, the Collegium evaluates several factors, including:

  • The quality and quantity of judgments delivered.
  • The judge’s disposal rate and judicial conduct.
  • Reports from the Chief Justice of the respective High Court regarding their performance.

Process and Next Steps

The recommendation follows the standard procedure where the Chief Justice of the Telangana High Court initially proposed the names, which were then scrutinized by the Supreme Court Collegium.

The file containing these recommendations will now be forwarded to the Union Ministry of Law and Justice. Once the Ministry processes the names, they will be sent to the Prime Minister’s Office and subsequently to the President of India for formal approval. The appointment becomes official once the President issues the warrants of appointment and they are notified in the Gazette of India.
