A civil society collective comprising eminent personalities has urged the Supreme Court to set up and monitor a Special Investigating Team (SIT) to probe all cases linked to the ongoing ethnic violence in Manipur, including the role of security forces.
The recommendations were put forth by the Independent People’s Tribunal on the Ongoing Ethnic Conflict in Manipur, led by former Supreme Court judge Justice Kurian Joseph. The tribunal, after extensive visits to conflict-affected areas, highlighted systemic lapses and called for accountability at the highest level.
The report recommended that:

- An SIT be constituted with senior independent officers from outside Manipur.
- The SIT function under the Supreme Court’s direct supervision and submit monthly reports.
- The probe cover not just violent incidents but also the alleged failure of authorities and security forces to prevent them.
- Criminal action and departmental enquiries be initiated against officials found complicit, whether by action or inaction.
The tribunal also stressed the need to prosecute hate propaganda and inflammatory speeches that contributed to the escalation of violence, including those delivered by political leaders and state functionaries.
The panel gathered testimonies from survivors and victims across districts such as Bishnupur, Churachandpur, Imphal East, Imphal West, Kakching, Kangpokpi, and Senapati. Sittings were also held in Delhi, while submissions were received virtually from other stakeholders.
Team members visited relief camps and interacted with displaced persons, including children, women, and the elderly. Depositions were made by community organisations, service providers, and victims’ groups, while meetings were also held with government officials and security personnel.
Among its structural recommendations, the tribunal suggested the establishment of a permanent bench of the Manipur High Court in the hill region to ensure greater access to justice. It further emphasised adequate protection for witnesses, particularly those testifying against influential figures.
