Whether Courts Are Bound to Follow a Judgement of SC , Which has Been Referred to Larger Bench?

Recently, the Delhi High Court remarked that once an Apex Court Bench has doubted the correctness of a judgement of an earlier Bench of equal strength, lower courts might not be bound by the earlier decision.
