Supreme Court Questions Prioritization of Funds for Cycle Tracks Over Essential Services

The Supreme Court on Wednesday deliberated on the appropriate allocation of state funds, questioning whether it is more crucial to invest in basic amenities for the poor or to develop separate cycle tracks across the country. The bench, comprising Justices Abhay S Oka and Ujjal Bhuyan, heard a plea advocating for the establishment of dedicated cycle tracks nationwide but raised concerns about the balance of developmental priorities in India.

During the proceedings, the justices highlighted the stark disparities in urban development, particularly in housing, health, and education for the economically disadvantaged. “Tell us, whether money from the state exchequer should be used on creating residential and educational facilities for the poor or for this (creating separate cycle tracks)?” Justice Oka inquired of the petitioner’s counsel.

The bench emphasized the severe housing shortage faced by the poor in major cities, where many are forced to live in substandard conditions like slums. Additionally, the justices pointed out the inadequate health and educational facilities available to underprivileged communities. “In all major cities, there is an acute problem of housing facilities for the poor. People are living in slums. There is a lack of health facilities, educational facilities for the poor. Should all these elementary facilities be provided or these cycle tracks?” Justice Bhuyan asked.
