SC Flags Alarming Ecological Crisis in Himachal Pradesh, Warns State May ‘Vanish in Thin Air’

In a stark warning, the Supreme Court has expressed grave concern over the ecological degradation in Himachal Pradesh, cautioning that if current environmental trends persist, the state may “vanish in thin air.” The apex court strongly criticized unchecked development and human-induced ecological imbalances, urging both the state and central governments to prioritize environmental protection over revenue generation.

A bench comprising Justices J.B. Pardiwala and R. Mahadevan made these remarks while hearing a plea against a June 2025 notification issued by the Himachal Pradesh government, which had declared certain areas as “green areas” to curb construction activity. The petition had earlier been dismissed by the Himachal Pradesh High Court.

“Revenue Not at the Cost of Ecology”

“We want to impress upon the state government and Union of India that earning revenue is not everything. Revenue cannot be earned at the cost of environment and ecology,” the bench observed, adding, “If things proceed the way they are as on date, the day is not far when the entire state of HP may vanish in thin air from the map of the country. God forbid this doesn’t happen.”

Climate Change and Human Greed Behind Disasters

The court noted that Himachal Pradesh is suffering the visible and alarming consequences of climate change, worsened by human activities. “It is not right to blame only nature for the disaster in Himachal Pradesh. Humans, not nature, are responsible for continuous landslides, collapsing houses, road subsidence, and other calamities,” the bench stated.

Citing expert opinions and multiple reports, the court identified rampant hydropower projects, four-lane highways, deforestation, and unregulated construction of multi-storey buildings as major contributors to the environmental crisis.

Tourism and Infrastructure Development Under Scrutiny

The bench pointed out that while the state’s natural beauty has long attracted tourists, the resulting boom in infrastructure projects—especially roads, tunnels, and ropeways—has often bypassed environmental safeguards. “The uncontrolled growth of tourism has strained the state’s environment. If left unchecked, it could severely undermine the ecological and social fabric of the state,” the court warned.

The justices also highlighted that Himachal Pradesh, often dubbed the “power state” due to its hydropower potential, is facing serious trade-offs between renewable energy development and environmental sustainability.

Call for Expert Guidance and Collaborative Action

Recognizing the fragile Himalayan ecosystem, the court stressed the importance of consulting geologists, environmental experts, and local communities before approving any development. It also called on all Himalayan states to pool resources and expertise to design sustainable development plans suited to their unique topography and ecological conditions.

SC Registers Public Interest Case, Seeks Action Plan

In a proactive move, the court directed the Supreme Court registry to treat the matter as a public interest writ petition and post it before the appropriate bench after obtaining orders from the Chief Justice of India. The state government has been asked to file a detailed response outlining any existing or proposed action plans to mitigate the environmental degradation.

“Much damage has already been caused, but something is better than nothing,” the bench remarked, expressing hope that corrective measures will be taken before it is too late.

The matter has been listed for further hearing on August 25.
