Haryana Govt Notifies New Rules Granting Domestic Help and Monthly Allowances to Retired Chief Justices and Judges

The Haryana Government has notified new rules titled “Retired Chief Justices and Judges Domestic Help(s) and Other Benefits Rules, 2025”, providing a range of post-retirement entitlements to former Chief Justices and Judges of the Punjab and Haryana High Court and their spouses.

According to a notification issued by the Personnel Department and published in the official gazette on Friday, the rules have been framed under Article 229 read with Article 231 of the Constitution of India. They apply to any person who has held office as a Chief Justice or Judge of the High Court of Punjab and Haryana, including their surviving spouses.

Key Provisions of the New Rules:

Eligibility for Benefits:
Retired Chief Justices, Judges, and their spouses (in case the judge is deceased) will be entitled to:

  • Domestic help,
  • Driver,
  • Secretarial assistance,
  • Security services, and
  • Telephone facilities.

However, these benefits will be extended only if the beneficiaries are not already receiving similar facilities from any other High Court.

Monthly Reimbursement:
To engage domestic help and a driver, the High Court will pay:

  • ₹50,000 per month to a retired Chief Justice or their spouse,
  • ₹45,000 per month to a retired Judge or their spouse.

Additionally, a consolidated monthly amount of ₹15,000 will be paid towards mobile/landline phone bills, internet charges, secretarial services, and security services — provided such services are not already being availed through another assignment or post-retirement role.

Secondment of Court Employees:
Retired Judges or their spouses may request the services of up to two existing Last Grade Service employees of the High Court, including one driver. Such deployment will be subject to the discretion of the Chief Justice and availability of staff. In such cases, the reimbursement amounts would be proportionally reduced.

Annual Increase in Benefits:
The financial entitlements under Rule 7 and Rule 9 will be increased by 5% every year.

Non-Derogation Clause:
The rules state that the new benefits are in addition to any other post-retirement entitlements available to retired Judges or their spouses.

The notification was issued in the name of the Governor of Haryana and signed by Anurag Rastogi, Chief Secretary to the Government of Haryana.
