District Judiciary is the Backbone of Legal System: CJI Chandrachud

In a significant address at the National Conference of the District Judiciary, Chief Justice of India D Y Chandrachud highlighted the pivotal role of the district judiciary in maintaining the rule of law, calling it the “backbone of the judiciary.”

The conference, inaugurated by Prime Minister Narendra Modi, saw the Chief Justice advocate for a change in perception towards the district judiciary. “The time has come to stop referring to them as the subordinate judiciary,” he stated, emphasizing the end of a colonial mindset that undermines their crucial role.

Justice Chandrachud pointed out that the district judiciary is often the first point of contact for citizens seeking justice, making it a foundational pillar of the judicial system. He also noted the strides in modernizing court operations, revealing that in 2023-2024 alone, “46.48 crore pages of court records have been scanned or digitised.”

Under the e-courts project, over 3,500 court complexes and more than 22,000 courtrooms have been computerized. “The district courts have heard 2.3 crore cases through video conference, showing significant technological adoption in day-to-day operations,” he added.

The Chief Justice also highlighted the efforts in making the Supreme Court’s judgments more accessible, with 73,000 verdicts now translated into every constitutionally recognized language, enhancing transparency and accessibility.

Justice Chandrachud also touched on the changing demographics within the judiciary, particularly noting the increasing participation of women. “In recent appointments across several states, women have comprised a significant percentage of new judicial officers, which is a promising sign for the future of our judiciary,” he said.

The two-day event is not just a forum for discussing judicial reforms but also a testament to the judiciary’s commitment to evolve and serve the nation’s needs. With keynotes from notable dignitaries including Union Law Minister Arjun Ram Meghwal, Supreme Court Justice Sanjiv Khanna, Attorney General R Venkataramani, and others, the conference aims to further judicial excellence in India.

President Droupadi Murmu is scheduled to deliver the valedictory address on September 1, where she will also unveil the new flag and insignia of the Supreme Court, symbolizing a new era for the judiciary.
