Delhi High Court Bars Private Lab from Animal Testing Over Cruelty Allegations

The Delhi High Court has restrained Hyderabad-based Palamur Biosciences Pvt Ltd from conducting animal testing, following serious allegations of cruelty and neglect at its research facility. The court found merit in the claims raised by People for the Ethical Treatment of Animals (PETA) India and ordered urgent remedial steps to improve the condition of animals.

Justice Sachin Datta, examining a June 17 inspection report and photographs submitted by the Committee for Control and Supervision of Experiments on Animals (CCSEA), observed that interim directions were necessary to address the “deplorable” conditions at the facility. He directed CCSEA — under the Ministry of Fisheries, Animal Husbandry and Dairying — to immediately ensure veterinary care, sedation before treatment, and proper habitat for animals housed there.

The court also prohibited practices such as euthanasia without proper oversight and treatment of animals without sedatives, stressing the need for humane handling.

“To identify areas of concern, let an inspection be conducted by CCSEA along with representatives of the petitioner within one week,” the court directed. “Requisite steps must follow within two weeks thereafter, and a status report is to be filed within four weeks.”

PETA India had moved the High Court alleging that Palamur Biosciences, a preclinical contract research organization and commercial breeder of Beagle dogs, was engaging in cruel experimentation and neglect of animals. Despite CCSEA’s inspection and report dated June 17, PETA claimed that no substantial action had been taken and the firm continued objectionable practices, including euthanasia and denial of veterinary services.

Responding to the plea, CCSEA’s counsel acknowledged that the June inspection report validated the concerns raised and said showcause notices had been issued to the lab, with further audits underway.

The court has issued notices to both CCSEA and Palamur Biosciences, seeking their responses within three weeks, and listed the matter for further hearing on August 4.
