The Allahabad High Court has cleared the state-wide rollout of electronic chargesheets and mandated comprehensive forensic training across Uttar Pradesh’s legal apparatus, highlighting significant knowledge gaps that undermine court proceedings.
Following a successful pilot project at Tilhar police station where entire case diaries were digitally linked to the relevant magistrate, the court granted permission to the state police department to implement electronic access to chargesheets for judicial magistrates across Uttar Pradesh.
Bench Demands Forensic Skill Enhancement
Presiding over the proceedings, Justice Arun Kumar Singh Deshwal pointed out that prosecutors frequently struggle to adequately assist courts due to a lack of technical knowledge in forensic science.
To address the issue, the court directed the principal secretary of law, the director general of police, and the government advocate at the high court to establish skill-enhancement programmes for both police personnel and state law officers. District judges across Uttar Pradesh, citing Bulandshahr as an example, were instructed to set up comparable forensic workshops for lower court judicial officers within their jurisdictions.
The high court specifically instructed the law department and the government advocate to partner with the Department of Forensic Medicine and Toxicology at Moti Lal Nehru Medical College in Prayagraj. The court set a strict one-month deadline to execute these training modules.
Technological Integration In Evidence Management
The directives stem from the court’s broader initiative to modernise criminal justice procedures by connecting police databases with courtroom workflows. Justice Deshwal underscored the necessity of real-time digital access to case files, chargesheets, and forensic documentation.
The bench took note of existing digital pipelines, including the Medico-Legal Examination and Post-Mortem Reporting System (MedLEaPR). The platform enables police investigators to pull injury documentation, post-mortem findings, and sexual-assault examination reports directly into the Crime and Criminal Tracking Network and Systems (CCTNS).
Digital Bail Sureties Underway
The rulings were delivered during ongoing oversight of technological reforms linked to an underlying criminal bail petition. While the primary bail plea was resolved on July 30, the single-judge bench elected to retain jurisdiction over the matter to track institutional compliance.
Appearing in response to an August 19 summons, senior officials from both the Uttar Pradesh Police and the National Informatics Centre (NIC) updated the bench on system upgrades. Shashi Kant Sharma, deputy director general at NIC, confirmed that technical personnel at the Allahabad High Court are actively developing an automated framework to facilitate the electronic verification of bail sureties.
