Bilaspur, 03-09-2026: The High Court of Chhattisgarh bid a respectful and affectionate farewell to Hon’ble Shri Justice Ramesh Sinha, Chief Justice, High Court of Chhattisgarh, on the occasion of his demitting office after a distinguished tenure.
Addressing the farewell ceremony, Hon’ble the Chief Justice reflected upon his journey with the High Court of Chhattisgarh and expressed his deep gratitude to the Judges, officers and employees of the Registry, members of the Bar, the State Government and all stakeholders of the Justice delivery system for their cooperation, affection and support. Describing the High Court of Chhattisgarh as much more than a place of work, He stated that he would leave with a deep sense of gratitude and fulfilment, carrying with him countless memories and experiences that would remain with him forever.
Reflecting upon his tenure, Hon’ble the Chief Justice emphasized that the responsibility of the Chief Justice extends beyond administration of Justice and disposal of cases. It also encompasses the strengthening of the institution, development of infrastructure, creation of a dignified working environment and ensuring that every stakeholder associated with the Judiciary feels a genuine sense of belonging.
Hon’ble the Chief Justice observed that a court is not merely a structure of brick, stone and concrete, but a place where citizens approach the justice system with their hopes, grievances and faith in the rule of law. Accordingly, Judicial infrastructure must reflect the dignity of the institution and provide an environment conducive to the effective administration of justice.
Hon’ble the Chief Justice placed special emphasis on the welfare and legitimate entitlements of Judges, officers and employees. He underscored that a legitimate right is not a favour, concession or privilege, but an entitlement which the institution must endeavour to provide without unnecessary delay or difficulty. He expressed the hope that every person associated with the High Court would feel that it is “my institution”, an institution that respects their work, recognizes their contribution and treats them fairly.
Hon’ble the Chief Justice highlighted the indispensable role of the Bar in the administration of justice. He observed that the Bench and the Bar are integral parts of the same justice delivery system and that a strong, independent and dignified Bar is essential for a strong judiciary.
He expressed his sincere gratitude to Judges of High Court for their cooperation and support and appreciated the dedication, efficiency and commitment of the officers and employees of the Registry. He also expressed his appreciation to the members of the Bar for their meaningful association, assistance to the Court and contribution to the cause of Justice.
He further placed on record his heartfelt appreciation to the State Government, various departments, concerned agencies and district administrations across the State for their cooperation in the development of Judicial infrastructure and institutional facilities.
Reflecting on his tenure, Hon’ble the Chief Justice expressed satisfaction that, to the best of his ability, he had contributed towards creating an institution that is stronger, more responsive and better prepared for the future. He expressed the hope that the court buildings and other infrastructure developed during his tenure would serve future generations, that residential facilities would provide greater dignity and comfort to those serving the institution, and that improved facilities for the Bar would further strengthen the partnership between the Bench and the Bar.
Emphasizing the enduring importance of institutional values, he stated that institutions survive not merely on the strength of their physical foundations but on the strength of their values. Fairness, trust, commitment and fidelity to justice, he said, are the foundations upon which a great institution is built and sustained.
“Our Ultimate Responsibility is to Leave Behind a Stronger Institution”
In his message to the Judges, officers and employees, Hon’ble the Chief Justice urged them never to allow their faith in the institution to diminish. He reminded them that they are not merely working in an organization but serving an institution that constitutes one of the pillars of constitutional democracy. Hon’ble the Chief Justice observed that the office one holds is temporary, but institutions must endure.
Concluding his address, Hon’ble the Chief Justice expressed his heartfelt gratitude to every Judge, member of the Bar, officer and employee of the High Court as well as the district judiciary. He stated that his tenure would be meaningful and worthwhile if he could leave behind an institution “slightly stronger than I found it.”
In his opening address at the farewell ceremony, Hon’ble Mr. Justice Sanjay K. Agrawal warmly acknowledged the distinguished judicial career and exemplary leadership of Hon’ble the Chief Justice, recalling his significant contributions to the institution and the justice-delivery system. He observed that the occasion was not merely a formal farewell, but a moment to recognise and celebrate the invaluable contribution of a distinguished jurist whose wisdom, integrity, commitment and administrative leadership had strengthened the institution of the High Court of Chhattisgarh and furthered public confidence in the justice-delivery system.
Advocate General, and other speakers paid rich tribute to the distinguished judicial career and exemplary service of Hon’ble the Chief Justice. He described the occasion as not merely a formal farewell but as an acknowledgement of the contribution of a jurist whose conduct, commitment and leadership had enhanced the dignity of the High Court of Chhattisgarh and strengthened public faith in the Justice-delivery system.
Advocate General Said that Prior to assuming office as Chief Justice of the High Court of Chhattisgarh, His Lordship had delivered approximately 1,34,200 Judgments, reflecting his exceptional industry, legal scholarship and unwavering commitment to the cause of Justice.
In his address, the Advocate General highlighted that Hon’ble Shri Justice Ramesh Sinha assumed office as the 15th Chief Justice of the High Court of Chhattisgarh on 29 March 2023. During his tenure, His Lordship remained committed to the vision of making the justice-delivery system more expeditious, transparent, accessible, technology-enabled and responsive to the needs of the citizens. His personal emphasis on judicial efficiency was reflected in the disposal of 6,498 matters within approximately seven months, accounting for nearly 22% of the Court’s total disposals during the said period.
The Advocate General said that the Judicial performance during His Lordship’s tenure marked a significant milestone in the history of the High Court. From 29 March 2023 to 01 September 2026, His Lordship disposed of an impressive 50,228 cases, comprising 32,600 matters in Single Bench and 17,628 matters in Division Bench. His Lordship also made a significant contribution to the development of jurisprudence in the State through more than 369 reported AFR judgments, addressing important and evolving questions of constitutional, criminal, arbitration and service law.
On the occasion of His Lordship’s retirement, the Hon’ble Judges of the High Court, Registrar General and Officers of Registry, Director and Officers of CSJA, members of the Bar, officers and employees of the Registry and the entire Judicial fraternity of Chhattisgarh express their profound gratitude for His Lordship’s distinguished service and leadership.
