A retired police officer has approached the Supreme Court seeking directives to bar unauthorized public marches and large-scale demonstrations in high-security zones of Central Delhi, ahead of a planned September 5 protest by the Cockroach Janta Party (CJP).
The petition, submitted by former Delhi Police officer Rajendra Singh, requests an order mandating prior official approval for any assembly or procession across designated constitutional areas, including India Gate, the Central Vista, and adjacent parts of Lutyens’ Delhi.
The plea also urges the court to direct authorities to regulate, defer, or modify planned public mobilizations in the area until after the conclusion of the upcoming BRICS Summit, which is scheduled to take place on September 12 and 13. Additionally, the petition asks that any permitted demonstration be strictly confined within lawful parameters and established regulatory frameworks.
Background Of Planned Agitation
The CJP scheduled its demonstration for September 5, coinciding with Teachers’ Day, to protest against the central government. The group alleges that the Centre did not honor commitments made on July 25, which had previously led the party to end a 36-day agitation over examination irregularities.
According to the organizers, the procession is slated to be led by family members of students who died by suicide following the cancellation and subsequent re-test of the NEET examination, as well as individuals who were reportedly subjected to police action during the July protests.
Lack Of Police Clearance
The proposed route for the demonstration is intended to run from India Gate to the Delhi Police Headquarters. However, law enforcement officials previously stated that the department had not received any formal request or application from the CJP seeking permission to conduct the procession.
