The Delhi High Court affirmed on Tuesday that Kshatriya Karni Sena president Raj Shekhawat is not under police detention and remains free to move around, disposing of urgent claims made in a habeas corpus petition.
A division bench comprising Justice Prathiba M. Singh and Justice Vikas Mahajan observed that no immediate judicial intervention was required after legal counsel for the Delhi Police confirmed that Shekhawat was neither arrested nor detained in connection with any legal case.
Court Mandates Lawful Conduct For Future Protests
While acknowledging that Shekhawat retains full freedom of movement, the court ruled that any demonstration or protest he chooses to participate in must strictly adhere to the law. The stipulation came after police representatives informed the court of concerns that Shekhawat intended to travel to Jantar Mantar to stage a public demonstration.

The habeas corpus petition had been filed on Shekhawat’s behalf seeking his release from a residence in the Neb Sarai neighborhood of Delhi. His defense counsel asserted that local authorities had restricted him from leaving the premises beginning August 24.
According to his legal team, Shekhawat has been conducting a nationwide public awareness campaign regarding the University Grants Commission (Promotion of Equity in Higher Education Institutions) Regulations, 2026. The High Court formally recorded the assurances from law enforcement before concluding the urgent proceedings.
