The Supreme Court of India has initiated a formal procurement process to address the persistent monkey menace at its premises and the residential bungalows of Hon’ble Judges. Through a GeM (Government e-Marketplace) Bid Notice dated April 2, 2026, the apex court intends to hire a specialized agency to provide approximately 100 trained personnel for monkey management services for a period of two years.
Scope of the Project
The tender, issued under reference F.No. 1/MMM/2026-28/SCI(AM), seeks agencies capable of providing “Monkey Chasers, Handlers, and Repellers (Monkey Scarers).” These personnel will be deployed across:
- The Supreme Court of India premises.
- The Supreme Court Guest House.
- Approximately 35 to 40 residential bungalows of Hon’ble Judges, located within a 10-kilometer radius of the Court.
The primary objective is to drive away monkeys while strictly adhering to the Prevention of Cruelty to Animals Act, 1960, and other relevant environmental and wildlife regulations.
Critical Dates and Submission
The bid process is strictly digital via the GeM Portal.
- Bid Submission End Date: April 23, 2026, at 15:00 Hrs.
- Technical Bid Opening: April 23, 2026, at 15:30 Hrs.
- Earnest Money Deposit (EMD): ₹13,50,000 (Thirteen Lakh Fifty Thousand) is required, except for exempted MSEs and Startups.
Stringent Eligibility Criteria
To ensure the deployment of competent and experienced manpower, the Registry has set high benchmarks for participating firms:
- Experience: Bidders must have successfully executed similar services in Central/State Government organizations or PSUs. Specifically, they must have completed either one work costing 80%, two works costing 50%, or three works costing 40% of the estimated project cost over the last three financial years.
- Current Capability: The agency must have at least one running contract involving a minimum of 50 personnel for monkey chasing services.
- Financial Standing: An average annual gross turnover of at least ₹5 Crore during the last three financial years is mandatory (with relaxations for MSEs/DPIIT Startups).
- Workforce Strength: The firm must prove a minimum average strength of 50 staff on its rolls for the last two consecutive years.
- Local Presence: Proof of geographical presence in Delhi-NCR is required.
Service Standards and Legal Compliance
The personnel deployed are categorized as “Semi-Skilled” labor. Payments will be made based on the daily Minimum Wages notified by the Government of NCT of Delhi. The successful bidder must ensure that all staff undergo police verification and are provided with proper uniforms and photo identity cards.
The Registry has emphasized that the personnel will be the sole employees of the contractor and will not have any claim to employment with the Supreme Court. The contractor is also required to indemnify the Registry against any claims, injuries, or fatalities occurring during the performance of duties.
Service Charges and Penalties
In compliance with Ministry of Finance guidelines, the minimum service charge is fixed at 3.85%. Any bid quoting lower than this will be summarily rejected. Furthermore, a Performance Security equivalent to 3% of the contract value must be deposited by the successful vendor.
The tender also includes strict penalty clauses for deficiencies in service or failure to pay minimum wages, which could lead to immediate termination of the contract and forfeiture of the security deposit.
