Uttarakhand High Court Cancels Recovery Notice Against Alleged Haldwani Riot Mastermind

The Uttarakhand High Court, under the guidance of Justice Manoj Kumar, has nullified a recovery notice directed at Abdul Malik, who is accused of orchestrating a riot in Haldwani. The notice had demanded Malik pay Rs 2.6 crore for damages to public property incurred during the disturbances.

This legal notice was issued by the Haldwani Municipal Corporation on April 25, demanding payment within three days. Malik, currently detained, appealed against this notice in the High Court. He contended that since the allegations against him have not yet been legally proven, initiating a recovery for the alleged damages was premature.

The incident in question took place on February 8 in the Banbhoolpura area of Haldwani, following the demolition of a madrasa and a prayer site constructed by Malik on government land, which was reported to be illegally occupied. The subsequent unrest led to considerable public property damage, prompting the initial recovery notice.
