Qualitative Infrastructure Essential For Efficient Access to Justice, Says Chhattisgarh HC CJ Ramesh Sinha on Virtual Bhoomi Pujan of New District Court Building in Balod

Bilaspur, Chhattisgarh – December 23, 2024 – Today marked a historical advancement in the justice delivery system as the virtual Bhoomi Pujan, foundation stone laying and inscription stone unveiling ceremony for the new District Court building in Balod District was successfully done at 10:00 am by Hon’ble Mr. Justice Ramesh Sinha, Chief Justice of the High Court of Chhattisgarh. Due to the commitment to leveraging technology, the event was conducted online, enabling broader participation. A PowerPoint presentation of the proposed building displaying the facilities was also showcased in the event.

Presiding over the digital platform, the Hon’ble Mr. Justice Ramesh Sinha, Chief Justice of the High Court of Chhattisgarh, Bilaspur, addressed the virtual gathering with insight and foresight along with esteemed presence of Hon’ble Mr. Justice Naresh Kumar Chandravanshi, Judge, High Court of Chhattisgarh, and Portfolio Judge for Balod, District.

Addressing virtually, from High Court premises, Hon’ble The Chief Justice in his impactful virtual address, underscored the critical importance of robust infrastructure in ensuring the effective administration of justice. His Lordship emphasized on vision to establish proper Judicial infrastructure well equipped with advanced technology and facilities like banks, dispensaries, post offices etc. and residential facilities in every district. In line with this vision, the Bhoomi Poojan ceremony for the new Court building is being organised.

Hon’ble The Chief Justice, extended heartfelt congratulations to everyone on the occasion of this Bhoomi Pujan. His Lordship directed the District Magistrate and the Public Works Department to ensure the timely completion of the project without any compromise on quality so that the building sets a benchmark for future constructions, embodying durability and functionality to facilitate the delivery of justice for many years to come.

This proposed Court Complex will be equipped with essential facilities such as ten Courtroom, retiring room, Court library, Judges library, child-care room, waiting hall, protocol rooms, malkhana, steno-room, reader’s room, meeting hall, bank and medical block, conference room, accounts section, copying section, dispatch section, nazrat section, room for administrative officer and staff, Bar room, Public toilets, Court manager office, video conferencing room, mediation room, record room, CCTV room, computer room, store room, waiting area, central filing facility, and common rooms for men and women, along with an information centre—all vital to enhancing legal services. For construction of proposed building 5 acres of land has been allotted. The project has a completion timeframe of 18 months, with a budget allocation of ₹15,18,52,000 to ensure timely delivery.

During the Foundation Stone laying and Bhoomi Poojan ceremony of the new District Court building in Balod, the Principal District Judge of Balod, in his welcome address, expressed that the development of well-equipped judicial infrastructure, residential accommodations for officers and staff, and the speedy disposal of cases have always been the priorities of the Hon’ble The Chief Justice.

Under His Lordship’s visionary leadership and guidance, there has been significant progress and improvement in the judicial infrastructure, Court buildings, Post offices and dispensaries in Court premises and residential facilities for staff in the State of Chhattisgarh.

The virtual ceremony was attended by Registrar General Mr. K.
