India’s Judicial System Set for Transformation as Witness Testimonies Go Virtual in Madhya Pradesh

In a landmark move aimed at streamlining judicial processes and reducing delays in court proceedings, the Government of India is rolling out a major digital upgrade under its Nyaya shruti scheme. The initiative, currently being implemented in Madhya Pradesh, involves the creation of nearly 2,000 dedicated video conferencing rooms across the state to facilitate virtual witness testimonies.

The effort comes in response to a longstanding issue plaguing the Indian judicial system: frequent delays in trials caused by the absence of key witnesses. Often, courts are forced to adjourn hearings simply because witnesses—such as investigating officers, postmortem doctors, eyewitnesses, or medical officers—are unable to appear in person. Transfers, logistical challenges, or administrative hurdles often prevent timely attendance, resulting in prolonged trials.

To address this, the Union Government is funding the establishment of video conferencing facilities in police stations, SP (Superintendent of Police) offices, CSP (City Superintendent of Police) offices, and SDOP (Sub-Divisional Officer of Police) offices across Madhya Pradesh. For cities operating under the police commissionerate system, such as Bhopal and Indore, these facilities will be located within ACP (Assistant Commissioner of Police) offices.

The State Crime Records Bureau will oversee the development of soundproof cabins equipped for secure and reliable video conferencing. This infrastructure will enable witnesses to provide court testimonies remotely, eliminating the need for them to travel long distances for brief appearances—often involving just a simple “yes” or “no.”
