Delhi HC Seeks NBE’s Response on Doctor’s Plea for Revaluation in DNB Exam

The Delhi High Court on Thursday sought the response of the National Board of Examination (NBE) on a petition filed by a trainee doctor challenging restrictions on revaluation in the Diplomate National Board (DNB) examination.

Justice Vikas Mahajan issued notice to the NBE and the Centre on the plea moved by a DNB trainee from Gangaram Hospital, Delhi, and listed the matter for further hearing on August 29.

The petitioner, represented by advocate Tanvi Dubey, has contested the validity of clause 5.3 of the information bulletin and an August 14 notice which permit revaluation only in rare cases where an answer has been wrongly marked as “not attempted.”

She argued that this condition is “arbitrary” as it excludes all other forms of discrepancies in evaluation. According to her, the assessment in her case was negligent and unfair, leading to a “substantial difference” between her actual and expected scores.

The plea claimed that her answer sheets reflected clear discrepancies, but the absence of a transparent revaluation mechanism left her with no recourse.

The petitioner maintained that she was not seeking grace marks but only a fair opportunity for revaluation. The denial of proper evaluation, the plea stated, had caused “irreparable prejudice,” resulting in her being declared unsuccessful in the theory examination despite sincere academic effort.

“As a consequence, she has been deprived of her right to appear in the practical examination, which not only wastes her years of academic training but also adversely affects her professional career and future prospects,” the petition said.

The High Court has directed NBE’s counsel to obtain instructions in the matter before the next hearing. The case will be taken up on August 29.
