A one-day Divisional Judicial Seminar for Judicial Officers of Bilaspur Division was organized by the Chhattisgarh State Judicial Academy at the New Conference Hall, District Court Premises, Bilaspur. The seminar was attended by 119 Judicial Officers from five Civil Districts of the Bilaspur Division (Bilaspur, Janjgir-Champa, Raigarh, Korba & Mungeli). The Chief Guest, Hon’ble Mr. Justice Ramesh Sinha, Chief Justice, High Court of Chhattisgarh & Patron in chief Chhattisgarh State Judicial Academy, inaugurated the session.
The seminar was also graced by the presence of Hon’ble Mr. Justice Parth Prateem Sahu, Hon’ble Mr. Justice Naresh Kumar Chandravanshi, Hon’ble Mr. Justice Rakesh Mohan Pandey, Hon’ble Mr. Justice Sanjay Kumar Jaiswal, Hon’ble Mr. Justice Ravindra Kumar Agrawal, Hon’ble Mr. Justice Arvind Kumar Verma, Hon’ble Mr. Justice Bibhu Datta Guru, Hon’ble Mr. Justice Amitendra Kishore Prasad, Judges High Court of Chhattisgarh.
In his address, Hon’ble the Chief Justice delivered an insightful and inspiring message to the Judicial Officers of Bilaspur Division. He said that the Divisional Judicial Seminar provides a valuable platform for Judicial Officers from across the Division to engage in focused deliberations on issues that frequently arise before trial courts. He emphasized Such meaningful interactions are vital for deepening the understanding of law and procedure and for enhancing the quality of Judicial work at the grassroots level.
Highlighting the foundational principles of the justice delivery system, His Lordship stated that while substantive law defines the rights and liabilities of citizens, it is procedural law that breathes life into those rights. He underscored that procedural rules, though often perceived as mere technicalities, are in fact carefully structured to ensure fairness, consistency, and certainty in Judicial proceedings. The address reaffirmed the importance of balancing both substance and procedure to uphold the rule of law and strengthen public confidence in the administration of Justice.
Hon’ble the Chief Justice further observed that in today’s Judicial environment, courts are confronted with complex litigation, increasing caseloads, and rising public expectations. The correct and efficient application of law and procedure plays a crucial role in ensuring timely disposal of cases. He stressed that Judicial discretion must always be exercised Judiciously, guided by statutory provisions and settled principles of law.
Hon’ble the Chief Justice underscored that consistency, fairness, and adherence to established legal principles in the application of law are essential to maintaining public trust. He encouraged Judicial Officers to exercise their powers with diligence, sensitivity, and a deep sense of constitutional responsibility, ensuring that Justice is not only delivered efficiently but is also perceived to be fair and impartial.
Hon’ble the Chief Justice also launched the revamped official website of the Chhattisgarh State Judicial Academy. The newly redesigned website has been developed with a modern, user-friendly interface and enhanced features to facilitate easy access to information relating to training programmes, Judicial education initiatives, publications, and institutional activities of the Academy.
The event was attended by the Registrar General of the Chhattisgarh High Court, Registry Officers. Judicial officer of District Bilaspur, Janjgir-Champa, Raigarh, Korba & Mungeli, Inspector General, Collector & Senior Superintendent of Police. Welcome address was delivered by Principal District & Sessions Judge Bilaspur and introductory address was given by Director of Chhattisgarh Judicial Academy & concluded with a vote of thanks by Additional District & Sessions Judge Bilaspur.
A total of 119 Judicial Officers from Bilaspur Division participated & presentations were given by the participants on the subjects-
- Analyzing the criteria of identical footing for granting bail on the ground of parity and the limitations thereon. (For- Bilaspur District)
- An overview of the procedure for Section 138 of Negotiable Instruments Act Cases. Innovative Tools and Techniques for disposal of Section 138 NIA Cases. (For- Janjgir-Champa District)
- Execution of decrees by arrest and detention in the Civil prison and attachment of property. Strategies for timely and efficient enforcement (For- Raigarh District)
- Analysis of law relating to succession and inheritance in Hindus. Functioning of Customary Law in the Tribal Societies and its applicability for access to justice. (For- Korba District)
- Statutory requirements for execution of a Will and the evidentiary value of a Will. (For- Mungeli District)
