Chandigarh Administration Reports Excessive Noise Levels at Diljit Dosanjh’s Concert, HC Informed

The Chandigarh administration has reported to the Punjab and Haryana High Court that noise levels during the recent concert of popular singer-actor Diljit Dosanjh exceeded legal limits. This disclosure was made following a directive from the court to monitor and ensure compliance with noise pollution regulations during the event, which took place on Saturday evening.

The court, led by Chief Justice Sheel Nagu and Justice Anil Kshetarpal, had conditionally approved the concert scheduled for December 14, emphasizing adherence to ambient air quality standards concerning noise. The approval was granted in response to a Public Interest Litigation (PIL) by a Chandigarh resident concerned with noise pollution and crowd control at public events held at Sector 34 exhibition ground.

The Chandigarh administration, acting on the court’s orders, had formed a committee headed by the Deputy Commissioner to oversee noise monitoring during Dosanjh’s concert. According to the administration’s submission, “During the musical event of performer Diljit Dosanjh, noise levels were monitored at various locations. It was observed that the noise level exceeded the limits prescribed under The Noise Pollution (Regulation and Control) Rules, 2000.”

Consequently, the administration has recommended “strict action” against the violators under the Environment (Protection) Act, 1986, and Noise Pollution (Regulation and Control) Rules, 2000, as outlined in an affidavit filed by the Standing Counsel of the Chandigarh administration.

The court had previously set a maximum noise limit of 75 dB(A) at the boundary of the public venue, with instructions that penalties be imposed if this threshold was breached. The latest reports suggest that these conditions were not met, prompting the administration’s pledge to take necessary legal actions against the event organizers.
