Any Circular, Executive or Administrative Order Can’t be Applied Retrospectively in Absence of Any Legislative Competence, Rules Supreme Court

The Supreme Court recently ruled that administrative/executive orders or circulars can’t be made applicable with retrospective effect in the absence of any legislative competence. A Division Bench of Justice Ajaiy Rastogi and BV Nagarathna Passed this Judgment on an appeal filed by BSNL. The issue in his case is related to charges for infrastructure facilities
