Recently, the High Court of J&K and Ladakh reiterated that holding a departmental inquiry/ proceeding against a delinquent and imposing punishment is not an administrative function but a quasi-judicial function. Observing thus, the court quashed the order issued by the respondent against the petitioner who is working as a senior assistant at the respondent board.
