Major Judicial Reshuffle: Allahabad High Court Shuffles 266 ADJs; Appoints New Registrar (J) and JTRI Directors in Annual Transfer-2026

The High Court of Judicature at Allahabad has released the “Readiness List” for the Annual Transfer-2026, involving 266 Additional District & Sessions Judges (ADJs) across Uttar Pradesh. The Office Memorandum, issued by Registrar General Manjeet Singh Sheoran on April 5, 2026, mandates that the approved officers hand over their current charges on April 15, 2026, in the afternoon.

Key Directives for Judicial Officers

The memorandum (No. 191/Admin (Services)/2026) clarifies that the detailed transfer notification will follow shortly. Officers are instructed to proceed to their new assignments immediately after handing over charge.

Crucially, the Court has directed District Judges and Officers In-charge not to forward any transfer-related applications until the formal notification is issued. The Court further noted:

“No transfer related application shall be entertained prior to the taking over of charge at new place of posting.”

Highlights of the Transfer List

The list encompasses 266 judicial officers, including several who have been moved to administrative roles within the High Court and the State Government.

  • Movements to Administrative/Special Roles:
    • Nitish Kumar Rai (Barabanki) has been transferred as Special Secretary & Addl. L.R. (Nyay Vibhag), Govt. of U.P., Lucknow.
    • Dhirendra Kumar-II (Lucknow) has been posted as Registrar (J), High Court Lucknow Bench.
    • Varun Mohit Nigam (Bulandshahar) and Gyan Prakash Tiwari II (Ballia) are posted as Registrar (J), High Court, Allahabad.
    • Smt. Aparna Tripathi I (Ramabainagar) and Smt. Nisha Jha (Sitapur) have been appointed as Additional Directors at the Judicial Training & Research Institute (JTRI), Lucknow.
  • Spouse Postings: The list includes several judicial couples being transferred to the same or nearby stations. For instance, Santosh Kumar Yadav and Smt. Sandeepa Yadav have both been moved from Azamgarh to Bareilly. Similarly, Vikas Nagar and Smt. Pratiksha Nagar have been transferred from Gautam Buddh Nagar to Gorakhpur.
  • Major District Shifts: Agra, Aligarh, and Ghaziabad saw significant churn, with numerous ADJs being moved to districts like Muzaffarnagar, Varanasi, and Gorakhpur.

Administrative Decisions on Representations

The High Court confirmed that all applications for the stay of transfer or premature transfer received up to April 3, 2026, have been decided, and their outcomes are reflected in this readiness list.

The Court specifically mentioned that officers transferred at their own request before completing their normal tenure will not be entitled to any Traveling Allowance (TA) or Daily Allowance (DA).

The massive reshuffle is a part of the judiciary’s routine annual administrative exercise to ensure the smooth functioning of the district courts. Copies of the memorandum have been forwarded to the Uttar Pradesh State Legal Services Authority, the Director of JTRI, and all District & Sessions Judges for immediate implementation.
