The Chhattisgarh State Judicial Academy, Bilaspur, organised a Special Training Programme for the Judges of FTC and FTSC Courts, Public Prosecutors, District Prosecution Officers, Officers of Anti Human Trafficking and Investigating Officers on 1st March, 2026 at the Vivekananda Auditorium of the Academy. The programme was conducted in the form of a Judicial Colloquium on Anti Human Trafficking, Protection of Children from Sexual Offences Act, 2012, and on e-Sakshya, e-Summons & Nyaya Shruti. The Chief Guest, Hon’ble Mr. Justice Ramesh Sinha, Chief Justice, High Court of Chhattisgarh & Patron-in-Chief Chhattisgarh State Judicial Academy, inaugurated the session.
The seminar was also graced by the presence of Hon’ble Mr. Justice Parth Prateem Sahu, Hon’ble Mr. Justice Naresh Kumar Chandravanshi, Hon’ble Mr. Justice Rakesh Mohan Pandey, Hon’ble Mr. Justice Radhakishan Agrawal, Hon’ble Mr. Justice Sanjay Kumar Jaiswal, Hon’ble Mr. Justice Ravindra Kumar Agrawal, Hon’ble Mr. Justice Arvind Kumar Verma, Hon’ble Mr. Justice Bibhu Datta Guru, Hon’ble Mr. Justice Amitendra Kishore Prasad, Judges High Court of Chhattisgarh.
The Hon’ble Chief Justice addressed the august gathering emphasising the need to strengthen the criminal Justice system through knowledge, sensitivity, and coordinated institutional action. In the address, the Hon’ble Chief Justice observed that these programmes were described as a reflection of the Judiciary’s shared commitment to ensuring that Justice is delivered with competence, compassion, and Constitutional fidelity.
Hon’ble the Chief Justice highlighting the significance of the POCSO Act, stated that the legislation was enacted to provide a child-friendly, robust, and time-bound mechanism to address sexual offences against children. However, its success lies in humane and purposive interpretation. Judicial Officers were urged to balance firmness with empathy and to ensure that courtrooms remain spaces where victims feel secure and respected. Sensitivity in recording evidence, understanding trauma, and strict adherence to procedural safeguards were emphasised as essential to upholding the dignity of children and women seeking Justice.
The address further underscored that investigation forms the very foundation of a criminal trial. A defective investigation may result in miscarriage of Justice, either by wrongful acquittal or unjust implication. The Hon’ble Chief Justice stressed the importance of meticulous evidence collection, maintaining the chain of custody, scientific examination, and objective documentation. Investigating Officers were reminded that their primary duty is to discover the truth with professionalism, impartiality, and technological competence.
Emphasising the pivotal role of prosecutors, Hon’ble the Chief Justice emphasised that the foremost duty of a prosecutor is to present the case fairly, assist the Court in arriving at the truth, and ensure that the rights of both the victim and the accused are duly protected. His Lordship observed that suppression of evidence, overzealous argumentation, or lack of preparedness not only weakens the prosecution but also erodes public confidence in the justice delivery system.
The Hon’ble Chief Justice also highlighted the importance of digital platforms such as e-Sakshya, e-Summons, and Nyaya Shruti in enhancing transparency, efficiency, and accountability within the Justice delivery system. It was observed that technological advancement must be complemented by adequate training, adaptability, and a progressive mindset.
Concluding the address, the Hon’ble the Chief Justice remarked that every case file represents a human story and that all stakeholders bear a collective responsibility to ensure that Justice is administered with integrity, competence, and compassion.
The technical session of the programme was graced by the presence of Hon’ble Mr. Justice Deepak Kumar Tiwari, Former Judge of the High Court of Chhattisgarh, Shri Dhruv Gupta, Inspector General of Police, and Shri K.L. Charyani, Principal District & Sessions Judge, Ambikapur, who presided as the distinguished resource persons.
