LUCKNOW – In a significant escalation between the judiciary and the police force, the Lucknow High Court administration has moved to lodge a First Information Report (FIR) against several police officials following an unauthorized and allegedly deceptive entry into the High Court premises and a senior advocate’s chamber.
The FIR (No. 0035/2026) was registered at the Vibhutti Khand Police Station on the night of January 19, 2026, under various sections of the Bharatiya Nyaya Sanhita (BNS), 2023.
The Incident: A Deceptive Entry
According to the complaint filed by the High Court’s security administration, the incident unfolded on Monday evening. At approximately 5:50 PM, a group of police officers—identified in the report as Sub-Inspector Usman Khan, Sub-Inspector Lakhan Singh, and Constable Pushpendra Singh—entered the High Court premises.
The officers allegedly bypassed security protocols by claiming they were visiting the Advocate General/CSC office to submit a counter-affidavit (jawab-daawa). However, an internal investigation and CCTV footage analysis later revealed a more troubling sequence of events:
Unauthorized Search: Instead of heading to the CSC office, the officers were spotted near Chamber No. C-515, belonging to Advocate Gufran Siddiqui.
Attempted Apprehension: Witnesses, including Advocate Sajjad Hussain, reported that the officers attempted to “catch” or detain Advocate Siddiqui and his wife, Mrs. Amina Khatun, within the chamber.
False Pretenses: When questioned by court security and other advocates, the police officials allegedly claimed they were there regarding a bail application for Case No. 320/2025 (Kakori Police Station). Subsequent verification of the court’s cause list for January 19 proved that no such case was listed for hearing that day.
Charges and Legal Violations
The High Court administration, through Shailendra Kumar (Registrar Security), asserted that the officers committed a “serious offense” by breaching the security of the High Court and using false documents/reasons to gain entry.
The FIR has been registered under the sections 329(3), 217, 318(2) of the Bharatiya Nyaya Sanhita (BNS).
In addition to the FIR lodged by the High Court administration, a separate FIR (No. 0034/2026) has been filed by Advocate Sajjad Hussain, the primary witness and complainant present at the scene. This second report provides a more personal and detailed account of the confrontation between the legal community and the police personnel.
The Registrar (Security) noted in the report that the entry was “completely unauthorized” and constituted a “grave security breach.” The complaint highlights that the entry was made under the pretext of official business for a non-existent court listing, suggesting a pre-planned attempt to harass or illegally detain an officer of the court.
The High Court administration has handed over the CCTV footage and the entry slips used by the accused officers to the investigating team at Vibhuti Khand.
What’s Next?
The Lucknow police have initiated a formal probe into the conduct of their own officers. The incident has caused widespread outrage among the legal community, with many demanding strict disciplinary action against the personnel involved for violating the sanctity of the judicial premises.
