The Chhattisgarh High Court today, on 27th September 2025, celebrated its 25th Anniversary by organizing a Silver Jubilee function, marking a historic milestone of 25 years of dedicated service to Justice, Constitutional values, and the rule of Law. The celebration highlighted the Court’s journey from its establishment to becoming a strong pillar of the judicial system of the State. The event was held at the premises of the High Court of Chhattisgarh.

In his welcome address, Hon’ble Shri Justice Ramesh Sinha, Chief Justice, High Court of Chhattisgarh, stated that this Silver Jubilee is not only a celebration of 25 years of Judicial service but also recognition of the remarkable achievements of these historic years. The High Court has significantly reduced pendency of cases through its administration, strengthened Judicial infrastructure, and enhanced Justice delivery, providing direct measures for quality justice and meeting Public needs. This achievement is a proud symbol of the High Court’s commitment to excellence and reform. The Silver Jubilee year is not just to celebrate the journey so far but also to call for a collective resolve to make the Judicial system stronger, more transparent, and progressive. This legacy of 25 years will continue to inspire the people of Chhattisgarh on the path of Justice and service. Such success was possible only through the cooperation of all stakeholders of the justice system—Judges, Advocates, the Prosecution, and the Police—and today’s celebration gives special importance to that spirit and harmony.
Union Minister of State for Housing & Urban Affairs, Shri Tokhan Sahu, in his address, said that celebrating the Silver Jubilee of the High Court is not just about 25 years of journey, but about honoring the strong Judicial tradition that has fearlessly safeguarded our Constitution and democracy. For the last 25 years, unprecedented work has been done to make justice accessible to the common people and to strengthen them judicially. We all witnessed that before the establishment of the Chhattisgarh High Court, citizens had to make long and exhausting journeys to the M.P High Court at Jabalpur to protect their rights and seek Justice. This geographical and economic difficulty was a major obstacle, particularly for tribal communities. It is a matter of pride that our High Court is the 19th High Court of the country equipped with modern facilities.
Hon’ble Shri Justice Prashant Kumar Mishra, Judge, Supreme Court of India, in his special address, said that for him, this High Court is not just an institution but like a guardian. Having been born and educated in Raigarh and having made Bilaspur his workplace, he had the fortune of serving here as an Advocate, Judge, and Acting Chief Justice. The Chhattisgarh High Court holds a significant place in his legal journey. It is a great honor for him to be present on this historic occasion. On 1st November, 25 years ago, the Chhattisgarh High Court was established with the objective of providing Justice with greater accountability and local sensitivity. It started with a Chief Justice and two Judges and today has expanded to 22 Judges with an advanced Judicial complex. This building is not merely a physical structure but a symbol of rights, impartiality, and Justice. Its advanced technology, modern infrastructure, digitized record rooms, and effective case management systems reflect extraordinary progress and steadfast commitment to Judicial administration.
Hon’ble Shri Justice J.K. Maheshwari, Judge, Supreme Court of India, expressed his long-standing attachment to Chhattisgarh. With the formation of the state on 1st November 2000, the High Court was also established. Today’s Silver Jubilee is an occasion to remember all those who contributed to this institution and to reflect on our vision and plans for the next 25 years. As we celebrate this Silver Jubilee, we must prepare a strong framework for the future of our judicial system. The stronger a State’s Justice system, the greater the respect it commands. Justice should not merely remain a process but become an experience.
Hon’ble Chief Minister Shri Vishnu Deo Sai, in his address, said that the High Court has given a new identity to Bilaspur, which is now known as the “Judicial Capital.” With the establishment of the High Court, new opportunities opened up for the youth to build careers in the field of law. It is a matter of pride that disposal of cases in both the High Court and District Courts has gained momentum, and to promote transparency, the Chhattisgarh High Court has pioneered innovations like live streaming and Virtual appearance. The adoption of digital record rooms, AI-based searches, and new modules for Judicial training is noteworthy. In its glorious 25-year journey, the High Court has delivered historic Judgments which are cited as precedents across the Country.
Hon’ble Governor Shri Ramen Deka, in his address as the Chief Guest, emphasized that both the Bar and the Bench are integral parts of the Judiciary, and true justice can only be delivered when both work together. The function of the Court is to search for the truth, while the primary responsibility of an Advocate is towards their client. Yet, while advocating for their client, Advocates should assist the Court in the search for truth. Justice must not remain confined to the powerful People but should be accessible to all. Delay in justice is a denial of justice. Hence, it is necessary to strengthen the concept of speedy justice to maintain public confidence in the judiciary. Under Article 39(A), the concept of free legal aid has benefited the people and strengthened their faith in law and the judiciary. It is imperative that we keep the people’s trust in the judiciary unshaken.
As part of the Silver Jubilee celebrations, a commemorative souvenir book- Justice Bright, Nation’s Pride was release, chronicles the Court’s evolution, highlighting key achievements such as infrastructural development, championing citizens’ rights through Public Interest Litigation (PIL) and a pioneering move toward digitization with e-filing and virtual courts, High Court’s proactive role through suo motu cognizance, its promotion of Alternative Dispute Resolution via Lok Adals and Mediation and its commitment to professional excellence through Academic Training.
