No Locus to Seek Exam Timetable Modification for Two Degrees Pursued Simultaneously: Chhattisgarh High Court

The Chhattisgarh High Court at Bilaspur has dismissed a writ petition seeking rescheduling of examination timetables for two academic programmes being pursued simultaneously by a student. The Court held that the petitioner had no locus to demand such modifications in the exam schedules issued by two different universities.

The order was passed by Justice Arvind Kumar Verma on June 20, 2025, in WPC No. 3068 of 2025, filed by Satyendra Prakash Suryawanshi, who appeared in person.

The petitioner contended that he was simultaneously enrolled in the M.S.W. programme at Pt. Sundarlal Sharma (Open) University and the LL.B. (Part-III, 2nd Semester) course at Atal Bihari Vajpayee Vishwavidyalaya. He submitted that the final examination schedules released by the two universities had clashing dates for four subjects, making it impossible for him to appear in both.

Referring to the revised guidelines issued by the University Grants Commission (UGC) allowing simultaneous pursuit of two degrees, and to the National Education Policy (NEP) 2020 implemented by the Chhattisgarh government, the petitioner claimed that denial of a coordinated timetable violated his right under Article 21 of the Constitution. He sought a stay on the overlapping exam schedules until the final disposal of the petition.

Counsel appearing for the State and the concerned universities opposed the petitioner’s plea.

After hearing the parties and examining the records, the Court held that:

“…the petitioner has no locus to direct the respondent authorities to make modifications in the final examination timetable for the two academic programmes…”

The Court further held that such a relief could not be granted in the exercise of writ jurisdiction and found no merit in the petition.

Accordingly, the writ petition was dismissed.
