The Allahabad High Court has issued a notice to the Vice Chancellor of Banaras Hindu University (BHU), directing him to submit a compliance affidavit confirming full adherence to a previous court order concerning a faculty promotion, or appear personally before the court on July 3.
Justice Salil Kumar Rai passed the order while hearing a contempt application filed by Dr. Sushil Kumar Dubey, an academic who alleged he was denied promotion despite clear directions from the court.
According to the petitioner, Dr. Dubey’s promotion from Assistant Professor Stage 2 to Stage 3 was recommended during a meeting of the BHU Executive Council (EC) on June 4, 2021. However, the decision has not been implemented even after three years.

The High Court had earlier, on January 7, directed that if an EC was constituted soon, it must resolve the petitioner’s promotion issue within three months. The court had also ruled that if the EC was not constituted or failed to act within the stipulated time, Dr. Dubey would be considered for promotion, subject to any later decision by the EC.
Despite this, the petitioner’s counsel submitted on Monday that no orders had been passed by the Vice Chancellor, prompting the court to seek an explanation.
The matter has now been posted for further hearing on July 3, with the Vice Chancellor required to file a compliance affidavit or appear in person.
