In a significant move to bolster the enforcement of traffic laws, Supreme Court Justice Manmohan emphasized the role of traffic challans in promoting the “rule of law” during his address at the inauguration of evening courts dedicated to traffic challans in the capital.
The event, held on Friday, also saw the presence of Delhi High Court Acting Chief Justice Vibhu Bakhru, highlighting the judiciary’s concerted effort to streamline traffic law enforcement and ensure safer roads for the public.
Justice Manmohan articulated the profound impact of traffic challans on legal adherence, stating, “The intent of this project, really speaking, is to promote the rule of law. Traffic challans enforce accountability and compliance with the law, thereby reinforcing the state’s authority and the judicial system’s effectiveness.”
The introduction of evening courts is set to ensure that all issued challans are addressed promptly, thereby reducing backlog and enhancing the efficiency of the judicial process concerning traffic violations.
Justice Manmohan further explained, “If a challan ends up ignored or discarded, it signifies a breakdown in our system’s enforcement mechanisms, suggesting that the judiciary and the state are perceived as weak or inoperative.”
By ensuring that traffic rules are strictly enforced and challans diligently processed, the courts aim to restore respect for the law among the citizens. Justice Manmohan added, “This is not merely about generating revenue. It’s about making our roads safe, ensuring that every individual on the road—be it a pedestrian or a driver—is secure.”
The evening courts represent a critical step towards achieving a disciplined traffic environment, similar to Western countries where rigorous enforcement of traffic regulations by the police has significantly curtailed road mishaps and instilled a sense of security among the populace.
Justice Manmohan concluded by reinforcing the necessity of the challans, “They are not just punitive but are fundamental to maintaining order on our roads and safeguarding our citizens.”
